TJR says

Arriving in May, 1980, was the third album in three consecutive years from the Akron, Ohio five-piece who remain: Mark Mothersbaugh (vocals, keyboards, guitar), Gerald Casale (vocals, bass guitar, keyboards), Bob Mothersbaugh (guitar, backing vocals), Bob Casale (guitar, keyboards, backing vocals) and Alan Myers (drums). A subtle turn to a lighter brand of synthpop and the ridiculous sight of them at every turn in red pointy hats has a negative effect on me, and the album regresses a whole point since I last got involved (“Qː Are We Not Men? Aː We Are Devo!”). The set did well for them, though, peaking at #22 in the Billboard 200, their first LP to break the Top 50. Four singles were issued in 1980: “Girl U Want” (didn't chart), “Whip It” (#14), “Gates Of Steel” (didn't chart) and “Freedom Of Choice” (#103). The first two are keepers for me, as is “Snowball” which appeared on the flipside to “Whip It”.
